Minutes of the Meeting of November 29, 2004

  1. The Chair, Dr. Marilyn Frenn, called the meeting to order in the Dean’s Conference Room in Raynor Library at 2:00 pm.

  2. Joan Sommer, Head of Interlibrary Loan, demonstrated the public aspects of the new interlibrary loan system, ILLIAD.

  3. The minutes sent by e-mail prior to the meeting were approved with two corrections: Dr. Martin Seitz was erroneously noted to have attended the meeting twice and Prof. Cervenka’s name was misspelled in the list of those present.

  4. There was no Old Business.

  5. New Business

    1. Dean of Libraries evaluation form

      Marilyn Frenn and John Krugler served on an ad hoc committee of the Academic Senate to review the proposed forms recommended for the evaluation of deans.  Nick Burckel briefed the Board regarding the Provost’s plans to have the Deans evaluated on a rotating basis.  The Dean of Libraries will be evaluated, along with other deans in the Spring of 2005.  All faculty will be invited to prepare an evaluation of their Dean.  He distributed two slightly different forms to be used to evaluate him as Dean of Libraries.  One form will be used for the Libraries staff and the second evaluation form will be distributed to other Deans, Department Chairs and the Library Board.  The forms differ slightly reflecting the different relationships that each constituency has with the Dean of Libraries. The option to note insufficient data to comment and include a numeric rating scale may be added. - Jesuit Passport – Copies of a brochure created by the 28 Jesuit Libraries in the United States were distributed.  The Passport is a cooperative program, which provides access for faculty to all of the other Jesuit libraries.  Access includes circulating and electronic materials, as well as space for quiet study and research, but not a carrel.

      - Virtual Reference – 18 AJCU (Association of Jesuit Colleges and Universities) libraries are providing virtual reference 24 hours per day, 7 days per week.  Each of the libraries shares the provision of this service during the day and evenings and at night the service is provided by a commercial firm.

      - A revised Faculty Guide to Libraries has been produced and was distributed.  It is also available on the Libraries Webpage at this URL: http://www.marquette.edu/library/information/faculty_guide/index.html.

      - A new issue of the online newsletter is available at URL:

      - READ posters have been developed for display using the template provided by the American Library Association.  Four faculty members have graciously agreed to pose for the posters: John Pustejovsky, Thomas Hammer, Gerald Harris and Stephen Merrill.

    2. Renovation of Memorial and Closing of the Science Library

      Renovation of Memorial Library is nearing completion with recarpeting, painting, new reading room windows, replacement of much of the HVAC system, replacement of some of the roofing, and other items.  Renovation should be complete by the end of the calendar year.

      The Science Library closed August 20.  All the books and most of the journals not duplicated by online sources were moved to Memorial Library over the summer.  The journals are located in Memorial’s lower level and the books on the fifth floor.  In September there will be a Memorial open house to welcome all faculty, but particularly the science faculty to the new science collection location.

    3. Update on 2004 Objectives – This item was postponed.

    4. Statistical highlights of the first year in Raynor

      The turnstile count more than doubled over the previous year for Memorial and Science together, to over 816,000.  The Raynor Conference Center booked over 600 events for an estimated 16,000 attendees.  The instruction program increased 40% over the previous year, hosting 680 sessions for 9,800 students and 187 research consultations, a 156% increase.

    5. Migration of journals from print to online

      Publishers see online or electronic journals as the future of journal publishing.  During the past five years, they have been struggling with the development of a pricing model to support this transition and the model most have chosen consists of offering print and online versions of their journals as separate subscriptions.  Libraries subscribing to both versions of these journals pay a surcharge from 25% to 100% per title.  During 2004, as the Libraries were faced with double charges, Kirk contacted faculty in some of the affected disciplines and informed them of the plans to cancel print journals and retain the online version only.  In only a few cases, faculty members objected to this action. Kirk discussed the situation with concerned faculty and a small number of journals were retained in print and online.  For the long term, expenditures for multiple formats must be reduced if not eliminated.

    6. Journal Subscriptions $10,000 and over

      Kirk distributed a list of a dozen journals, each of which will cost over $10,000 for 2005.   Two of the journals are currently priced between $9,000 and $10,000 per year.  The question Kirk posed was whether journals, which cost this much, can be cost effective for Marquette.  Use statistics are being collected for these journals.  An alternative to subscription to these journals is to provide interlibrary loan (ILL) or document delivery of the electronic copy of the journal articles.  The current interlibrary loan system can often provide articles within a few days of the request.  Faculty may also request a journal article rush, which often provides access within hours.

    7. Research Carrels

      Copies of the Research Carrel Policy were distributed to the Board.  Burckel reported on the plans for the renovation of Memorial’s fifth floor carrels and the increase in the number of number of carrels overall.  When the new carrels are added, it is anticipated that Memorial Library will have between 110 and 115 carrels for faculty and graduate students.   About 1/3 of the carrels have been reserved for faculty.

      To facilitate the distribution of this relatively rare resource the following priorities were established:

      1. Faculty on sabbatical who are remaining at the University to pursue research.
      2. Doctoral students who are writing their dissertation while they remain on campus.
      3. Faculty with research requiring extensive use of library resources.
      4. Masters degree candidates who are writing their thesis while they remain on campus.
      5. Other faculty and graduate students on a first come, first served basis for active research.

      The policy was discussed and in general, the policy was seen as a useful way of providing access to carrels.  Concern was raised that perhaps the Board should have been consulted as the policy was developed.

    9. Libraries Strategic Plan – Burckel will send a copy of the Strategic plan to each member of the Board.
