Postage and Permits

Mail Services is responsible for monitoring and maintaining appropriate balances in the First Class Meter, Bulk Mail, Business Reply and Postage Due accounts. Current postage rates took effect June 30, 2002. To calculate domestic rates or international rates, visit http://www.usps.com/ to use the domestic mail calculator or call (800) ASK-USPS. The rates referenced below are otherwise applicable.

Tip: One ounce is approximately equal to four sheets of paper plus a standard envelope.

Parcel Post

Generally used for mailing merchandise, books, circulars, catalogs and other printed material. Postage rates are based on weight and distance. For example, a 5-pound package would cost $5 to $10. Very heavy or unusually shaped items may require additional postage. For complete Parcel Post rates, see the domestic postage calculator.

Library Mail

A class of mail reserved for items sent to or from or exchanged between academic institutions, public libraries, museums, and other authorized organizations. Books, sound recordings, academic theses and certain other items may be mailed at the Library Mail rate if properly marked.

Media Mail

Generally used for books of at least eight pages, film, printed music, printed test materials, sound recordings, play scripts, printed educational charts, loose-leaf papers and binders consisting of medical information, and computer-readable media.

Bound Printed Matter

Bound Printed Matter must:

  • Consist of advertising, promotional, directory or editorial material (or any combination of such material).
  • Be securely bound by permanent fastenings such as staples, spiral binding, glue or stitching. Loose-leaf binders and similar fastenings are not considered permanent.
  • Consist of sheets of which 90 percent are imprinted by any process other than handwriting or typewriting.
  • Not be personal correspondence or be stationary, such as pads or blank printed forms.

Business reply mail

Mail Services maintains a High Volume Business Reply Mail Account. This is a domestic service that allows a mailer to receive First Class mail back from customers and pay only for the pieces returned to the mailer from the original distribution. The Office of Marketing and Communication is available to assist in the proper design of business reply mail. The pieces must have a specific address and format. Postage and fees are collected when the mail is delivered back to the original mailer.

Postage due mail

Marquette has a Postage Due permit account with the U.S. Postal Service that allows the university to receive short paid mail. The additional postage is collectable on final delivery, charged against our permit account, and subsequently recharged to recipient departments and offices to replenish the account.

International mail

Mail Services, by agreement with the Purchasing Department, has chosen FedEx to process most of the University's international letter- and small package-size mail. FedEx combines Marquette's international mail with that of many other regional companies and institutions and processes the mail at a greatly reduced rate.

FedEd charges $5.98 per pound of mail, which is roughly equivalent to 37 cents per letter ounce. The U.S. Postal Service (USPS) charge for a 1-ounce letter going to Canada or Mexico is currently 60 cents and to other foreign destinations is 80 cents. FedEd will deliver mail within the same timeframe assured by USPS.

Using FedEx saves Marquette as much as 43 cents per 1-ounce letter. By agreement with the Purchasing Department, all of these savings will be passed back in to the originating departments and offices.

It is not feasible at this time to use FedEx for special mailings. Marquette will continue to use USPS to process International Express and Global Priority mail requiring delivery tracking, and to ship extraordinarily heavy packages via the more economical "M-Bag" or "Parcel Post" rates.
