Governance and Commitment to Rules Compliance

Governance

The university maintains substantial conformity with the operating principle of institutional control as documented in the self-study items. The Board of Trustees receives regular reports from the president of the university, who serves as chief executive officer. The Board of Trustees reviews major intercollegiate athletics issues at board meetings, making their involvement in athletics consistent with the board’s level of involvement in other university matters. The president of the university, as chief executive officer, has ultimate responsibility and authority for all major intercollegiate athletics decisions. Intercollegiate Athletics reports to the Office of the Senior Vice President, who reports directly to the president of the university. This affords institutional control at the highest levels of Marquette. The president of the university, through the Office of the Senior Vice President, calls upon all appropriate campus constituencies for input. The faculty athletics representative gives regular consultation.

The self-study revealed that the Athletics Board had not regularly convened recently; therefore, a definitive charge for the Athletics Board was issued and a regular meeting schedule established. 

Rules Compliance

The university maintains substantial conformity with the operating principle of rules compliance as documented in the self-study items. The processes established by the university have resulted in compliance with NCAA rules and demonstrate the university’s clear and unambiguous commitment to rules compliance. The assistant athletics director for compliance meets with and has direct access to the president of the university. University departments outside of Intercollegiate Athletics have integral roles in implementing compliance procedures; these departments include the Office of Undergraduate Admissions, the Office of Student Financial Aid, Campus International Programs and the Office of the Registrar. The assistant athletics director for compliance serves as the main liaison to these university departments. Alumni, faculty, staff, season ticket holders and donor groups receive regular mailings regarding rules compliance. Mandatory monthly meetings with the coaching staffs from all sports reinforce rules compliance. Finally, Conference USA officials conduct an evaluation of rules compliance, as an outside authority, and certain improvements suggested by C-USA have been implemented. (Marquette was a member of Conference USA until July 2005.)
